1. Isn’t there a conflict-of-interest for therapists because they will be paid to participate?

3. Might BCBSMA refer clients only to therapists who cooperate with the TOP program?

4. Doesn’t BCBS anticipate compensating therapists in the future based upon their client’s TOP results?

5. Couldn’t TOP policy cause therapists to avoid more “treatment refractory” clients?
