Many therapists and clients believe that the TOP is not on the path to enhancing the quality of clinical care. Rather, it is seen as a threat to the confidentiality of client information, an unwarranted and potentially destructive intrusion by an insurance company into the client therapist relationship, and an ethical violation of the responsibility of therapists to their clients.
